The idea that the law needs to catch up with morality is an intriguing one. By morality, does she mean popular opinion? Mass agreement? If so, do we all agree on "ecocide"? unfortunately not - it affects our personal and social lives far less than the economy and industry... and on a daily level, the fact that we enjoy the luxury of constantly available electricity and heat. These things we are not willing to forego - and criminalising the supply of such things will be met with the technocratic defence of instead funding 'green alternative'. i.e. waiting, whilst the world crumbles, not for the law to catch up, but for technology.

What a risk we shall take..
